At no time did the Property Sub-divider/ Seller of the property in 2000,  or any of the two real estate agents involved suggest or imply Milord may be buying a property without Water Rights.  The document omission was deemed an Error.  

After purchase, the missing document was discovered.  The real estate Broker was sued for Errors and found guilty for negligent oversight and some money was paid for (trying to) rectify any relevant paper work with the county.  

We are trying to figure out now if there ever was any dispute from Monterey County related to the subdivision being done without water rights. Was Milrod scammed by a seller who claimed he had properly subdivided but hadn't?  Were there any oversights by Monterey County related to water at time of subdivision?  Was Milrod then scammed again by the seller when he signed a document for water rights that in fact had no standing with Monterey County? 

This very old historical details might be relatively easy for some to recall, but not Milord, because he suffers from major head injuries, brain trauma and biweekly seizures now that were weekly or more. 

Milrod did some work constructing a home without permits.  He was in error.   As the  process for rectifying that played out, strange things transpired between he, the permit office and code enforcement people at Monterey County.  Without knowing he sufferers from Head Injuries and Seizures it would have been easy for them to possibly believe he was playing them in ways that was not intended. . 

 The permitting process errors and corrections seemed to become more of a personal grudge match. 

It seemed years ago and today, some Employees of Monterey County starting using the power of the County in-appropriately to cause additional stress and problems for Milord,  with or without knowledge of his Brain Injury challenges.  

Sometime during this grudge match process Monterey County started focusing on the idea that he had no water service on the property from the Well.  They didn't seem to refute his right to that service, BUT they seemingly indicated that the water quality from the well was not satisfactory for his service, based on Nitrate levels and thus he could have no service without treating the entire well system (as opposed to his own home). 

We are still trying to clarify details now and gain access to any written documents, but that's the gist of this now. 

The current owner of the parcel with the Well has no issue with providing him water.  He is not overly excited to get involved with the County as none are when it comes to water.  The county has not tagged his well, his service or that of the other parcel with correction requirements. 

The county seems to be relying on some new water quality code, that might require entire well system upgrades that are not economically reasonable,  to add services to existing wells and thus they are blocking his access to water which he thought he had over 20 years ago after a fumbled initial transaction. 

The stress this has put on him and those that support him has been tremendous. 

His Sister, an Experienced Attorney, got involved and she was unable to make heads or tails of the situation or assist with clarification or rectification. 

Seemingly, illogical  and unreasonable demands were made to rectify a "nitrates" for an entire water system to allow him access to the well he was granted over 20 years ago. 

The demands seem illogical and excessive but more importantly it's unclear if any aspect of any new codes are actually rooted in any proper and/or true legal requirements for Monterey County to start with. We'll get more into that shortly, when we present the idea that Bayer and Monsanto may have been brought in by Ag Companies who were demanded to clean up ground water actualy inverted a legal demand and turned it into a correction burden for consumers. (yeah, it's that bad). 

As of this publishing on 10/5/2023, Milrod is being threatened with removal from his property with the Sherriff's Assistance in the next 30-45 days because his rights to water that he was promised 20 years ago are now burdened by laws recently implemented which may all be a HOAX at face value. 

This person is my Chiropractor as mentally defective as he can be sometimes with the Head Injuries he's a damn good Chiropractor that is relied on by dedicated patients in our small Community. Along with the Acupuncturist, these two people care for my body.  

I have been tracking this situation in the background for over 8 years. 

It seems to be coming to a head now, and as a Well Company owner myself now, with no known "requirements" for nitrates, NONE OF THIS MAKES SENSE.,

Furthermore, if you will recall, I did an investigation into NITRATES as the result of a "scheme" that was presented to us at a rental property years ago, and that tracked to GROSS CORPORATE MALFESENCE AND th eATTEMPTED MANIPULATION  of Monterey County Executives and Employees to implement illogical and unreasonble controls over water filtration on well systems. 

This investigation is now open and active as well.
